This position is responsible for advising the 500-member Amtrak Police Department (APD) and other Amtrak security functions, and serving as Amtrak’s primary legal advisor and liaison regarding a broad array of police and security matters.  This position is also responsible for (1) managing labor and employment litigation matters and advising Amtrak management regarding the Corporation’s legal rights and obligations with respect to federal, state and local employment and labor-related laws and regulations; and/or (2) managing general civil litigation matters and advising business clients regarding commercial disputes.  


  • Provides legal advice on criminal, civil and constitutional law and liability for management staff of APD.
  • Coordinates, develops and provides legal guidance for defensible policy development for a CALEA Agency, including use of force and training programs.
  • Provides legal advice on various investigations, including criminal investigations, police misconduct investigations and customer complaints.
  • Provides legal advice on emergency management and corporate security issues, including compliance with federal grant awards, agreements, including asset forfeiture oversight, and security regulations. 
  • Serves as legal liaison on police and security issues with internal and external partners at federal, state and local levels.
  • Delivers legal direction and guidance on public affairs and media related law enforcement issues
  • Provides legal advice on First Amendment, workplace violence, station rules of conduct and police and security-related matters.
  • Supports Law Department litigation teams in development of legal strategies and assists in the defense of the Corporation.
  • Represents the Corporation in matters that involve or could involve adversarial proceedings before federal and state courts, administrative agencies, and arbitration tribunals, which representation requires the clear, organized, and persuasive articulation, both in legal documents and in oral proceedings, of Amtrak positions and arguments, without substantive or procedural errors, and within deadlines, in order to cause Amtrak interests to prevail.
  • Providing advice to internal clients regarding (1) labor and employment laws; and/or (2) general civil litigation and business disputes.   
  • Operates within budget and maintains cost controls to ensure effective utilization of Amtrak financial resources.
  • Supervises the efforts of outside counsel retained to represent Amtrak in adversarial proceedings or for advice, in order to ensure that such representation is effective and cost-efficient.
  • Advises in-house attorneys and executives in other departments, relative to legal considerations inherent in a variety of commercial and/or internal personnel matters, in order to ensure that the corporation makes business decisions with full knowledge of applicable legal considerations.


•    Juris Doctor from accredited law school with license to practice as an attorney under the laws of any state and the ability to waive into the D.C. Bar. 

•    Minimum 8-10 years law firm, in-house or government experience handling the types of matters that comprise the Essential Functions above.


•    Experience advising senior sworn law enforcement officials on criminal and civil liability matters; ability to use legal expertise across multiple jurisdictions at federal, state and local levels; ability to provide legal guidance in a unionized setting.
•    Superior writing and analytical skills required, and an ability to quickly learn the fundamentals of different areas of the law.


•    Prior “In-House” legal advisor experience with a Police Department

•    Prior legal experience working at the U.S. Department of Justice
