PROGRAM DESCRIPTION

The mission of the Financial Management Group is to administer a financial management program to the National Cancer Institute and other agencies utilizing NCI's prime contract with Leidos Biomedical Research; to establish fiscal policies to ensure accountability for government funds; provide high quality financial reporting and analysis to assist in managing fiscal resources; and deliver quality financial support and customer service to both our internal and external customers.

KEY ROLES/RESPONSIBILITIES

Controller

  • Manage the productivity and effectiveness of day-to-day activities of accounts payable, cash disbursements, invoicing/billing, customer credits and collections, payroll, general ledger, financial reporting & entity cost accounting.
  • Provide professional technical leadership in developing effective and efficient policies, procedures and standard processes to ensure adequate internal controls are in place to facilitate accurate and timely financial reporting in compliance with Generally Accepted Accounting Principles (GAAP) and Federal Cost Accounting Standards (CAS)
  • Safeguard corporate assets and assure accurate and timely recording of all transactions by maintaining and enhancing business processes across all Accounting departments
  • Issue timely periodic (monthly/quarterly/annual) financial reports and analysis to management
  • Develop and implement Annual Operating Plan (AOP/Budget), monitor financial performance against AOP, measuring results against plan, updating financial forecast and providing in-depth analysis and explanation of material performance variances/deviations to AOP
  • Maintain/manage commercial banking relationship through the Leidos Corporate Treasury department.Prepare and monitor cash flow forecast and working capital requirements
  • Monitor and analyze the company's indirect cost structure including Fringe Benefits, Overhead General & Administrative cost pools, ensuring compliance with respective disclosed accounting practices
  • Interface with outside audit firms(s), banks and lessors, casualty/liability insurance agent(s), credit card companies, and collection agencies
  • Interface with scientific, operational and program management across the organization in a timely and responsive manner to creating a well-respected and value added department
  • Optimize the Accounting team through strategic hiring, staff development, goal setting, and mentoring
  • Other financial duties as may be required


Qualifications:

BASIC QUALIFICATIONS

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

  • Possession of a Bachelor's Degree in Accounting, Finance or Business from an accredited college or university according to the Council for Higher Education Accreditation. (Additional qualifying experience may be substituted for the required education). Foreign degrees must be evaluated for U.S. equivalency
  • In addition to the educational requirements, a minimum of five (5) years of experience in Accounting related position(s) including supervisory experience
  • Current CPA License
  • Experience with an ERP system for government cost accounting
  • Experience in one or more of the following:Budget and Planning, cash management experience
  • Must be able to obtain and maintain a security clearance

PREFERRED QUALIFICATIONS

Candidates with these desired skills will be given preferential consideration:

  • Master's Degree
  • US Government Contract experience including Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Federal Travel Regulations (FTR),
  • Deltek Costpoint and Payroll ERP systems experience or similar ERP system
  • Current Public Trust

Expected Competencies:

  • General Ledger/Payroll/Accounts Payable/Indirect Rate Management/Planning and Forecasting/Personnel Management
