Summary
The Director/Associate Director, Federal PPGA focuses on communicating, advocating, and executing Biogen's positions on federal legislation and policy. This position serves as one of the company's primary contacts/advocates responsible for communicating and promoting the company's positions directly to Congress and parts of the Administration.
Job Description
This leader reports directly to the Vice President of Public Policy \u0026 Government Affairs. This lead interacts with many external parties, especially members of the legislative branch of the federal government (Congress), trade associations of which Biogen is a member company, consultants and other entities working with/for Biogen, law firms, and advocacy/stakeholder groups.

The Director/Associate Director interacts with various individuals and teams internally, including other Government Affairs leaders, Regulatory Policy, Medical Affairs, the Neurodegeneration Therapeutic Area, the Specialty and Rare Disease Therapeutic Area, Regulatory Affairs, Legal \u0026 Compliance, Finance, Public Affairs, Patient Advocacy, and others. The position will be based in the Washington, D.C. office.

MAIN RESPONSIBILITIES

-Assists in the development and drives Biogen's plans of action on federal policy. Will collaborate with internal stakeholders on development of strategy and tactical planning.

-Responsible for the successful execution of Biogen's federal legislative goals, corporate initiatives, and internal corporate goals.

-Develop and maintain a network of contacts at the Federal legislative levels and among other public opinion leaders to ensure accounting of Biogen's interests in important legislative environments.

-Helps raise profile of Biogen within various communities, including advocacy, political, and trade.

Works with senior management, business leaders, and external stakeholders to build robust coalitions.

-Drafts memos, educational materials, and presentations detailing the impact of federal legislation on the company's business, as well as Federal Government Affairs strategy to protect the company, patients, and stakeholders.

-Monitors and analyzes proposed legislation within scope of authority to determine its effects on the industry; helps determine the most appropriate position in coordination with Director of Federal Government Affairs and other senior staff; develops and implements strategies to achieve favorable results.

-Requests quantitative analyses from other Biogen departments as needed to determine the impact of Congressional legislation.

-Required knowledge of a variety of issues will be necessary within scope of responsibility and may include, but are not limited to, the Affordable Care Act, 340B Program policy, tax, trade, patent, federal appropriations, PDUFA, Medicare Parts B and D, and other healthcare or corporate issues that impact the pharmaceutical industry.

-Help identify and develop competitive growth opportunities; proactively work to ensure that legislative challenges are managed.

-Provide early identification of healthcare initiatives that may affect Biogen, including federal Newborn Screening programs, the Affordable Care Act repeal/replace, and other legislation affecting the business and patients.

-Gain visibility to key industry issues and opportunities seeking favorable business conditions and access and reimbursement for proprietary products.

-Help educate internal key stakeholders (i.e., Market Access, Regulatory, Sales) on legislative matters affecting Biogen business and our patients.

-Responsible for assisting in the updates to senior management and key external and internal stakeholders on pending legislative issues and political events, including preparation of briefing materials.

-Responsible for the development of briefing materials, relative to the federal policy/legislative jurisdiction, for the CEO, executive committee members, and other senior executives for Congressional, Administrative, and trade association meetings/events.

-Assist in the growth and management of the federal PAC. Help increase membership in the Biogen PAC, determine a PAC contribution strategy, keep PAC members informed of activity, and represent Biogen at various PAC events.
Qualifications
-Ability to effectively deliver information, and explain, advocate and negotiate positions and issues to a broad spectrum of individuals required

-Ability to work under tight deadlines, with little or no supervision required

-Approximately 20-30 percent travel required, including travel to Biogen HQ, Cambridge, MA and Research Triangle Park, NC Offices

-Demonstrated track record of strong advocacy and communication skills

-In depth understanding of healthcare, pharmaceutical and biotechnology industry issues required

-Minimum of 8+ years' of relevant legislative experience, primarily in healthcare, including working with the federal legislative branches required

-Previous experience working with relevant congressional committees required
Education
-Bachelor's degree required. Post graduate degree preferred
