SUMMARY OF DUTIES:


The Senior Program Manager is responsible for the quality and delivery of the program involving design, construction and modification of passenger stations necessary to support expanded high-speed train service on Amtrak’s Northeast Corridor. This position will have up to four direct reports and will initially be responsible program and project management of design and construction of modifications at Moynihan, Baltimore, New Carrollton, and Washington Union Terminal totaling over $200 million.    The role requires regular analytical and metrics-based reporting to other staff, board members, and stakeholders.


•    Build strong relationships within Amtrak to understand the business challenges and opportunities.
•    Create a collaborative partnership among executive leaders and portfolio stakeholders and enables workforce development, change management, and planning decisions.
•    Plan the delivery of the overall program and its activities in accordance with the mission and the goals of Amtrak
•    Develop and implement long-term goals and objectives to achieve the successful outcome of the program
•    Develop an annual budget and operating plan to support the program
•    Provide performance analytics on the program for stakeholders
•    Monitor and approve all budgeted program expenditures
•    Identify and evaluate the risks associated with program activities and take appropriate action to control the risks
•    Support the creation of project management best practices, tools, and ways for Amtrak to drive efficiency in order to reduce costs and add value.
•    Drive continuous process improvement
•    Adheres to Amtrak Engineering Project Management Office Project Management Manual.

 

WORK EXPERIENCE:

•    Strong project and program management skills

•    Able to exercise independent judgment and take action on it.
•    Excellent analytical, mathematical, and creative problem-solving skills.
•    Excellent listening, interpersonal, written, and oral communication skills.
•    Logical and efficient, with keen attention to detail.
•    Ability to effectively prioritize and execute tasks while under pressure.
•    Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), 
•    Bachelor’s degree in Engineering or Architecture. 
•    PMP (able to obtain within 12 months)
•    Minimum of eleven years of practitioner experience with project and program management. 
•    Extensive experience directing projects involving multiple disciplines on an operating railroad
•    Must have work authorization in the United States.


PREFERRED EDUCATION:

•    Graduate degree
•    Licensed as professional engineer or architect
•    PgMP certification
