Job Purpose
The Principal Program Manager for the RCS Program is responsible for the overall design, governance, and daytoday management of the Restoration Crew Supervisor (RCS) program, which is a critical component in delivering safe, efficient, and costeffective restoration of electric service to National Grid's customers. Under the general direction of the Director of Emergency Preparedness & Resilience Planning (EPRP) NY, this role oversees all bluesky RCS activities and leads the activation, deployment, and supervision of RCS resources during storm events. The role will coordinate closely with Operations and crossfunctional partners to ensure adequate staffing, effective training, and alignment of RCS resources to customer and system needs.
Key Accountabilities
* Provide leadership, governance, and oversight of the RCS program to ensure it supports safe, costefficient restoration for National Grid customers.
* Develop, maintain, and oversee the RCS training curriculum, including Day 1 & 2, Day 3, and Day 4 training, in collaboration with Technical Training.
* Establish, monitor, and evaluate key performance indicators (KPIs) for the RCS program to assess effectiveness, quality, and alignment with business objectives.
* Coordinate with key stakeholders (Operations, contractors, technical training, and other partners) to identify and implement program and process improvements.
* Design, implement, and manage RCS cohort initiatives (e.g., Women in RCS, Retiree, General) to support recruitment, development, and engagement.
* Act as the primary point of contact for Operations' requests for RCS resources and provide clear, timely information on availability, deployment, and program status.
Qualifications
* Bachelor's degree in Emergency Management, Engineering, Business, or related discipline, or equivalent experience.
* Significant experience (7+ years) in utility operations, emergency preparedness, field operations, or program management, preferably in electric distribution or storm response.
* Experience designing, delivering, and/or managing technical or operational training programs.
* Knowledge of Federal, State, OSHA, local, and company safety and environmental rules and regulations.
* Ability to read and interpret procedures, standards, and operational documentation; comfort working with metrics and performance data.
* Must be able to travel throughout the service territory and be willing to work extended hours, including storm assignments and system emergencies.
* Valid driver's license with a safe driving history required.

* Monitor and update the RCS roles and responsibilities outline to reflect current standards and operational needs.
* In collaboration with Technical Training, review, revise, and ensure delivery of Day 1 & 2 and Day 3 training and set up instruction and course offerings for Day 4.
* Monitor RCS training metrics to ensure adequate courses are available for annual recertification and asneeded training; provide reminders of upcoming and pastdue requirements.
* Monitor and maintain RCS accounting numbers, budgets, and supplies, including PPE, iPads/Surfaces, Starlink, mobile printers, vehicle beacons, and pole bands.
* Ensure availability and integrity of RCS required documents, including C&C tags, CWR, Double Wood, FCC/Field Switching, and Contractor Information Book.
* Track and coordinate RCS training activities, including Day 1 & 2 annual recertification, Day 3, Day 4 attendees and trainers, monthly mentor/mentee calls, and MOD utilization.
* Lead regular RCS engagement calls, including Quarterly AllHands, Monthly RCS Committee, Monthly Cohort, Quarterly customer engagement, and Drone support update calls.
* Develop and maintain mentor/mentee curriculum outlines and materials to support monthly calls and consistent development of RCS personnel.
* Build, maintain, deploy, and track RCS bags to ensure readiness and standardization of field materials.
* Conduct annual RCS program reviews and lead or support postevent After Action Reviews (AARs), bringing RCS data and insights into broader Operations AARs.
* Meet with contractors to discuss storm efforts, review performance, and agree on improvement opportunities.
Storm Responsibilities
* Coordinate RCS requests with Operations and serve as a primary point of contact for VP/Directorlevel communications related to RCS.
* Plan, deploy, and redeploy RCS assets to required locations based on system conditions, customer impacts, and Operations priorities.
* Coordinate with Operations Liaisons on RCS movements to ensure safe, efficient integration with field activities.
* Prepare and send update emails and storm communications that include RCS pairings, crew locations, deployment/redeployment instructions, time expectations, and other key details.
* Communicate expectations related to environmental requirements, RCS hotline, Operations and Drone Liaisons, required paperwork, and ETA/ETR reporting.
* Oversee storm accounting for RCS activities consistent with company standards and regulatory requirements.
Supervisory/Interpersonal - Experience Required
* Excellent teamwork and communication skills, with the ability to translate highlevel objectives into clear direction for crossfunctional teams and RCS resources.
* Demonstrated ability to lead in highpressure, eventdriven environments and to provide calm, structured guidance during storm response.
* Strong influencing skills with the ability to build effective working relationships across Operations, contractors, and support functions.
Salary
$141,000 - $165,000 a year
